Over 500 tax officials, experts, and key stakeholders from across Africa have convened in Kigali for the annual African Tax Administration Forum (ATAF). This high-profile gathering, hosted by the Rwanda Revenue Authority (RRA), is the continent’s most prominent platform for reimagining tax systems as engines of economic transformation, social equity, and sustainable growth in response to Africa’s urgent financing challenges.
Focusing on the theme “Preparing for the Future: Revenue Administration in a Dynamic Global Landscape,” the conference underscores domestic revenue mobilization (DRM) as a cornerstone for achieving economic independence and long-term development. Starting with closed-door deliberations on Monday, the official launch is slated for December 3 and will set the stage for critical discussions on the future of taxation in Africa.
Participants include prominent figures from organizations such as the African Union, the World Bank, and the IMF, alongside business leaders and academics. The week-long agenda features panels and workshops addressing key issues like effective taxation of high-net-worth individuals, incorporating the informal economy, and employing advanced tools such as artificial intelligence and data analytics to enhance revenue collection.
Initial meetings brought together ATAF’s Council, Technical Committees, donor groups, and the African Women in Tax Network. These closed sessions reviewed ongoing progress, examined challenges, and identified pathways for strengthening the forum’s role in supporting robust tax frameworks across the continent.
The discussions aim to tackle the complexities of modern tax governance, emphasizing the critical role of DRM in reducing economic inequalities and ensuring sustainable growth. Panels will bring together finance ministers, tax authority leaders, and global stakeholders in an interactive setting designed to spark collaboration and exchange cutting-edge ideas.
