Isha Dyfan, the UN independent human rights expert on Somalia, has urged authorities to intensify efforts in addressing the country’s intricate and severe security challenges.
Following her official visit to the Horn of Africa nation, Dyfan stressed on the impact of ongoing deadly attacks by Al-Shabaab terrorists, particularly on civilians, notably women and children.
Expressing condemnation for the relentless assaults by Al-Shabaab, Dyfan called upon the government to prioritize civilian protection and for armed groups to strictly adhere to international humanitarian and human rights laws.
According to Dyfan, there is a necessity for the government to take decisive measures in prosecuting state officials implicated in human rights violations. She stressed the importance of holding perpetrators accountable and ensuring adequate compensation for survivors of such violations.
During her visit, Dyfan engaged in discussions with representatives from the Somali Federal Government, civil society, the African Union Transition Mission in Somalia (ATMIS), and various UN agencies.
Addressing the issue of sexual and gender-based violence, Dyfan urged authorities to swiftly investigate and prosecute cases. She emphasized the need for efficient handling of allegations, including rape, gang rapes, and homicides, ensuring the identification and prosecution of alleged perpetrators.
Dyfan therefore called on the government to create a safe environment for victims to report crimes without fear of reprisals or stigma, while emphasizing on the necessity of victim protection, access to justice, and effective remedies.
