Niger’s decision to expel American troops and partner with Russia has forced a strategic shift.
General C.Q. Brown, Chairman of the Joint Chiefs of Staff, is on a rare visit to Africa, seeking alternative locations to maintain some US presence in West Africa.
“We see opportunities,” Brown told reporters. He plans to discuss options with key regional partners, potentially “posturing” some of the capabilities previously stationed in Niger.
While Brown declined to name specific countries, initial discussions have reportedly involved Benin, Ivory Coast, and Ghana.
However, replicating the robust counter-terrorism presence in Niger is unlikely. Losing Air Base 201, a crucial US foothold built at a significant cost, represents a major loss.
The US withdrawal stems from Niger’s 2023 military coup, which disrupted previous cooperation against violent extremist groups.
A US official emphasized that replicating Air Base 201 or a large-scale troop relocation is not on the table.
Political Turmoil Complicates US Strategy
West Africa’s political upheaval poses a challenge for the US. Coups in Niger, Burkina Faso, and Mali have left the region with leaders less inclined to collaborate with the West.
Russia, with no such limitations on cooperation with coup governments, is increasingly seen as an alternative partner.
“We had strong allies,” said analyst Catherine Nzuki. “The US ouster from Niger raises questions about maintaining regional partnerships amidst rapid change.” A US official confirmed the ongoing reassessment of US goals in the region.
Uncertain Future for Counterterrorism Efforts
The effectiveness of the US’s “modified goals” in addressing the growing threat from Islamist groups in the Sahel remains unclear. While the withdrawal from Niger is on track for completion by September 15th, Russia has already deployed forces to the vacated base.
Despite the current situation, Brown expressed hope for salvaging a future security relationship with Niger, acknowledging the long-standing military ties. “The door isn’t completely closed,” Brown said. “We’ll explore possibilities for rebuilding the relationship if the opportunity arises.”
