Former Chief Economist at the Bank of Ghana (BoG), Dr. A. O. Abudu, has stated that the 1992 Ghanaian constitution must be subjected to periodic amendments of at least 25 years, since the future cannot be predicted.
Mr Abudu made this assertion while speaking on Monday to Benjamin Akakpo on JoyNews AM Show on the topic, ‘Fixing Ghana’s Economy’.
“My feeling is that the Constitution, whenever we get a new one, should include a provision that every 25 years, we have a new one, because in a democracy, you cannot tie future Ghanaians to laws made by Ghanaians of today. This is because the future will present a different situation altogether,” he said.
Dr Abudu stated that the 1992 Constitution, in its current form promotes autocratic governance.
“The 1992 constitution has not evenly distributed the governance powers to the three arms of government to ensure they are sufficiently independent. The Executive arm has been handed so much power that it is more of a dictatorship than the democracy we portray it to be”, he explained.
Questioning the source of inspiration for the 1992 Constitution, Dr Abudu said, “It doesn’t obey the tenets of democracy. This is because democracy says we should have three separate wings, all of them, independent of each other with equal weight but that is not the case in Ghana.”
